1月16日，受冷空气影响，济南市气温持续走低。清晨时分，黄河济南槐荫段岸边气温已降至零下4摄氏度。记者在现场看到，黄河近岸边已经出现结冰现象，冰层晶莹剔透，与流动的河水形成鲜明对比。
