11月9日消息，莫斯科正在制定一项计划，将其最大的石油公司合并。知情人士称，根据正在讨论的一种方案，俄罗斯石油公司（Rosneft Oil）将吸收俄罗斯天然气工业股份公司子公司Gazprom Neft和卢克石油公司（Lukoil），这三家公司都受到美国制裁。克宫发言人称，政府不知道有这笔交易。（华尔街日报）
