郭延芝1949年11月1日出生于天津市。1968年，18岁的她来到内蒙古兴安盟科右前旗任教，1990年成为科右前旗残联聋儿语训中心第一任特教老师。回忆起当地特殊教育从最初的摸着石头过河到实现跨越式发展，郭延芝感触很深。
