上海市水务局日前印发《上海市系统化全域推进海绵城市建设水务实施方案》，方案提出，到2025年底，上海市建成区40%以上的面积将达到海绵城市建设要求，到2030年底这一比例将提高至80%以上。方案重点任务包括完善海绵城市规划技术体系、加强生态环境保护修复、提升城市河湖系统韧性、完善城市排水防涝设施建设等。
