娄底新闻网讯（娄底日报全媒体记者 刘建安 唐洁 通讯员 袁玲）近日，娄底市人社局、娄底市财政局发布《关于在全市开展一次性创业补贴的通知》，鼓励和扶持娄底各类人群创业，进一步推进创新创业带动就业。
据悉，符合条件的初创企业，吸纳3名劳动者就业的按5000元的标准给与一次性创业补贴，每增加1人增加1000元补贴，最高不超过15000元。那么具体怎么领？谁能领？来看图解：
