上海国际招标有限公司受上海市奉贤区体育局（以下简称“承办单位”）的委托，作为征集代理，组织开展由上海市奉贤区人民政府（以下简称“主办单位”）主办的南上海体育中心（奉贤新城CAZ首发项目）建筑概念设计国际方案征集活动，欢迎有兴趣参与应征的申请人参加本次征集活动。本次征集将通过公开资格预审的方式从所有申请人中择优选取6-9名应征人参加征集。

Entrusted by Shanghai Fengxian District Bureau of Sports (“Sponsor”) as the Solicitation Agency, Shanghai International Tendering Co., Ltd. (“SITC”) is organizing the International Scheme Solicitation for Architectural Conceptual Design for South Shanghai Sports Center (Kick-Off Project of Fengxian New City CAZ) (“Project”) hosted by Shanghai Fengxian District People's Government ("Organizer"). SITC welcomes all Applicants who are interested in this Project to participate. Through open prequalification, 6-9 applicants (“Shortlisted Applicants”) will be selected to enter the following Solicitation Stage.

1 项目背景

Project Background

奉贤新城CAZ望园森林芯是上海十大示范样板区之一，南上海体育中心是该样板区的首发项目。以举办顶流赛事为出发点，坚持全球视野、世界眼光打造南上海体育中心，推动形成与奉贤新城，以及南上海中央公园功能定位相匹配的体育空间布局，更好满足人民群众对多层次、多样化体育运动、体育赛事的参与观赏需求。南上海体育中心与上海之鱼、九棵树未来艺术中心区域联动、共同发展，打造奉贤展现城市形象的体育新地标和活力金三角，实现顶级赛事赋能、生态体育赋能、科技体育赋能。

Fengxian New City CAZ Wangyuan Forest Core is one of the top ten demonstration model areas in Shanghai, and the South Shanghai Sports Center is the first project of this model area. Starting from hosting top tier sports events, adhering to a global perspective, it is aimed to build the sports center in South Shanghai, promoting the formation of a sports space layout that matches the functional positioning of Fengxian New City and South Shanghai Central Park, and better meeting the people's participation and viewing needs for multi-level and diversified sports events. The South Shanghai Sports Center, Jinhai Lake and Nine Trees Future Art Center are linked and jointly developed to create a new sports landmark and dynamic Golden Triangle that showcases the city's image in Fengxian, enabling top-level events, ecological sports, and technological sports.

2 征集范围和内容

Project Scope

本项目选址位于奉贤新城06单元，南至航南公路绿化带，西至金海公路绿化带，东、北至规划树悦路。规划用地面积45800平方米（暂定），容积率建议控制在1.8以内，建筑主体高度不超过60米。

The project is located in Unit 06 of Fengxian New City, south to the Hangnan Highway Green Belt, west to the Jinhai Highway Green Belt, and east and north to the Shuyue Road (planning). The planned land area is 45800 m2 (tentative), plot ratio is recommended to be controlled within 1.8, and main building height should not exceed 60m.

3 合格申请人资格条件

Requirementsof Eligible Applicants

3.1

申请人须具有独立承担民事责任的能力，不接受自然人参与应征。

An Applicant must have the ability to bear civil liability independently, and the participation of natural person is not accepted.

3.2

申请人须在其所在国家或地区合法注册，且具有从事建筑概念设计或建筑设计咨询业务的经验和能力。

An Applicant must be legally registered in its country or region and have the experience and ability to engage in architectural design or architectural design consulting services.

3.3

申请人须具有与本次征集内容类似的文化体育综合类场馆建筑项目概念设计的业绩。

Applicants must have relevant experiences in comprehensive cultural and sports venue conceptual design similar to this Project.

3.4

本项目接受联合体。联合体的所有成员均须满足本公告第3.1条和第3.2条的要求，联合体综合业绩满足本公告第3.3条的要求即可。联合体的组成以提交的资格预审《申请文件》为准。联合体各方不得再以自己名义单独参与本次征集，也不得同时加入参与本次征集的其他联合体，否则，相关《申请文件》均被否决。联合体成员数量不得超过两家。

The Consortium is accepted in this Project. All members of the consortium must meet the requirements of Article 3.1 and Article 3.2 of this Announcement, and the comprehensive performance of the Consortium must meet the project experience requirements of Article 3.3. The composition of the consortium shall be based on the Application Document submitted. Each member to the Consortium shall not participate in this Solicitation alone in their own name, nor shall they join other Consortia participating in this Solicitation at the same time. Otherwise, the relevant Application Document shall be rejected. The number of members of the Consortium shall not exceed two.

4《资格预审文件》的获取

Acquisitionof Prequalification Document

4.1

凡有意参加本次方案征集活动的潜在申请人，请于2023年5月10日16:00时至2023年5月23日16:00时（北京时间，下同），在上海国际招标有限公司网站（www.shabidding.com，下同）在线领取《资格预审文件》。

All potential Applicants who are interested in participating in this Project can download the Prequalification Document through SITC Website (www.shabidding.com) from 16:00 May 10th, 2023 to 16:00 May 23rd, 2023 (Beijing Time, same hereinafter).

4.2

申请人首次使用上海国际招标有限公司网站需要完成注册程序。已经注册过的申请人可使用已有的供应商登录名和密码登录后，从网站采购公告栏的相应公告页面进入，点击右上角“领购”按钮下载《资格预审文件》。征集代理不接受没有在上海国际招标有限公司网站上注册和没有《资格预审文件》下载记录的申请人提交的《申请文件》。申请人无需在《资格预审文件》获取阶段明确联合体组成，联合体的组成以提交的资格预审《申请文件》为准。

Applicants who have never used SITC Website before shall finish the registration process first. Registered Applicants can download the Prequalification Document by clicking the “purchase” button in the corresponding announcement webpage on the purchase bulletin board of SITC Website after logging in. SITC will not accept the Application Documents submitted by the Applicants who have not registered on SITC Website or who have no download record of the Prequalification Document on SITC Website. Applicants do not need to specify the composition of the Consortium during the acquisition stage of the Prequalification Document. The composition of the Consortium shall be based on the submitted Application Document.

4.3

申请人成功领取《资格预审文件》并不意味着其资格条件符合要求。申请人是否符合本公告第3条“合格申请人资格条件”由资格预审评审委员会判定。

An Applicant's successful acquisition of the Prequalification Document does not mean that it is eligible for this Project. Whether an Applicant meets the requirements of Article 3 in this Announcement is determined by the evaluation committee.

5 资格预审《申请文件》的提交

Submissionof Application Document

5.1

资格预审《申请文件》应以电子文件的形式提交。提交截止时间为2023年5月24日11:00时，提交的时间以电子文件上传成功的时间为准。除了在截止时间前成功上传的《申请文件》外，未在截止时间前上传或以其他形式提交的《申请文件》一律不被受理。

The Application Document shall be submitted in Electronic Document. The submission deadline of Application Document is 11:00 May 24th, 2023. The submission time of every Applicant is subject to the time when its Electronic Document is successfully submitted. Any late submission or submission in any other form will not be accepted.

5.2

电子文件包括全套正本《申请文件》的PDF扫描件和PPT文件。申请人应在上海国际招标有限公司网站本项目的领购页面下，点击“投标文件”按钮后上传资格预审《申请文件》的电子文件（以rar.或zip.形式压缩后上传，但请注意不要加密）。

The Electronic Documents shall include the scanned copy in PDF of the full set of the original Application Document and the required PPT file. Applicants shall submit Electronic Documents by clicking the “tender document” button on this Project’s webpage and uploading via on SITC website. (Please do not encrypt the uploaded compressed file in rar. or zip. form.)

6 入围方式

Prequalification

申请人提交了资格预审《申请文件》后，资格预审评审委员会将对申请人进行综合评审和比较，选择6-9名申请人作为入围的应征人。如申请人数量正好为6名，资格预审评审委员会将对申请人的身份和资质、综合实力、主创设计师的资历、设计团队的人员配置等进行是否符合项目要求的判定。如判定符合项目要求，6名申请人直接入围；如判定符合要求的申请人不足6名，主办单位和承办单位保留重新组织资格预审的权利。如申请人少于6名，主办单位和承办单位同样保留重新组织资格预审的权利。

After the submission deadline of Application Document, the evaluation committee will conduct a comprehensive review of all Applicants and select 6-9 Applicants as Shortlisted Applicants. If there are exactly 6 Applicants for each group, the evaluation committee will determine whether these Applicants meet the requirements of this Project by reviewing their identity and qualification, comprehensive ability, the qualifications of the chief designers, the staffing of the design teams, etc. If it is determined that all 6 Applicants have met the requirements, all 6 applicants will be directly shortlisted; if less than 6 Applicants are determined to have met the requirements, the Organizer and Sponsor reserve the right to reorganize the Prequalification. If there are fewer than 6 Applicants, the Organizer and Sponsor also reserve the right to reorganize the Prequalification.

7 方案征集费

Scheme Solicitation Fee

7.1

入围应征人在方案评审会结束后，并经方案评审委员会评定其方案符合《设计任务书》要求的，将根据方案排名各获得方案征集费。方案排名第一名的应征人将获得方案征集费人民币100万元（含税，下同）；方案排名第二名的应征人将获得方案征集费人民币80万元；方案排名第三名的应征人将获得方案征集费人民币60万元；其余的入围应征人将各获得方案征集费人民币30万元。建筑概念方案后续深化设计工作的承接单位将通过建设工程设计公开招标产生。

The scheme review committee will review the final scheme of the Shortlisted Applicants. If the scheme meets the requirements set in the Design Program, the Applicant will receive the Scheme Solicitation Fee according to the ranking. The Applicant ranks 1st will receive a scheme solicitation fee of RMB 1,000,000.00 (tax included, same hereinafter); the Applicant ranks 2nd will receive a scheme solicitation fee of RMB 800,000.00; the Applicant ranks 3rd will receive a scheme solicitation fee of RMB 600,000.00; the rest of the Shortlisted Applicants will each receive a scheme solicitation fee of RMB 300,000.00. The undertaking unit of the subsequent deepening design work of the architectural conceptual scheme will be generated through public bidding for construction project design.

7.2

申请人若经方案评审委员会评定，应征人的方案没有达到《设计任务书》要求的，应由方案评审委员会单独出具书面意见且有半数以上评委签字，具体阐明不符合要求的内容以及扣款标准，承办单位将根据该书面意见扣减直至不支付应征人的方案征集费。须在其所在国家或地区合法注册，且具有从事建筑概念设计或建筑设计咨询业务的经验和能力。

If the scheme review committee makes the decision that the design scheme failed to meet the requirements set in the Design Program, the scheme review committee shall provide written opinion to illuminate the specific unqualified contents and the deduction standard. More than half of the members of the committee must sign on it. The Sponsor is entitled to deduct a portion or all amount of the Scheme Solicitation Fee according to the written opinion of the committee.

10 知识产权

Intellectual Property Rights

申请人提交资格预审《申请文件》即视为接受以下知识产权条款。

Once submitting the Application Document, Applicants shall be deemed to have accepted the following terms of the intellectual property rights.

10.1

应征人承诺其拥有其提供服务时编制的所有图纸、说明、电子文档和其它相关文件（以下总称“成果文件”）的合法权利和知识产权。

All Shortlisted Applicant promises that it has the legal rights and intellectual property rights of all drawings, descriptions, electronic documents and other relevant documents (hereinafter referred to as "Deliverables") prepared when it provides services.

10.2

所有由应征人编制的成果文件，其著作权归应征人所有。在承办单位向应征人付清本公告第7条定义的方案征集费之后，主办单位和承办单位可对应征人提交的成果文件进行印刷、出版和展览，可通过传播媒介、专业杂志、书刊或其他形式对方案进行评价、展示和宣传，但应注明应征人的名称。各方均不能将成果文件部分或全部地用于本项目之外的其他项目。

An Applicant must be legally registered in its country or region The Shortlisted Applicant has the copyright of its Deliverables. The Organizer and Sponsor have the right to print, publish and exhibit the Deliverables and to evaluate, display and publicize the Deliverables through media, professional magazines, book and other forms upon full payment for the scheme solicitation fee defined in Article 7, but the name of the Applicant shall be indicated. None of the party has the right to use all or part of the scheme for projects other than this Project.nd have the experience and ability to engage in architectural design or architectural design consulting services.

10.3

应征人应保证提交的成果文件在中国境内或境外没有且不会侵犯任何其他人的知识产权（包括但不限于著作权、专利权）或专有技术或商业秘密。应征人应保证，如其成果文件使用或包含任何其他人的知识产权或专有技术或商业秘密，应征人已经获得权利人的合法、有效、充分的授权。应征人因侵犯他人知识产权或专有技术或商业秘密所引起的全部法律责任应由应征人承担。

The Shortlisted Applicant shall ensure that its Deliverables does not and will not infringe the intellectual property rights (including but not limited to copyright and patent right) or proprietary technology or trade secrets of any other person within or outside China. The Shortlisted Applicant shall guarantee that if its Deliverables uses or contains the intellectual property rights, proprietary technology or trade secrets of any other person, the Shortlisted Applicant has obtained the legal, effective and sufficient authorization of the owner. The Shortlisted Applicant shall be liable for all legal responsibilities arising from its infringement of others' intellectual property rights, proprietary technology or trade secrets.

11 其他

Others

11.1

资格预审公告使用中文和英文书写。当中、英文两种语言的意思表达不一致时，以中文为准。

The Prequalification Announcement is written both in Chinese and English. In case of inconsistency between Chinese and English, Chinese shall prevail.

11.2

凡参加本次资格预审的申请人均被视为同意并接受《资格预审文件》的全部内容及条款。

All Applicants participating in this prequalification are deemed to agree and accept all the contents and terms of the Prequalification Document.

11.3

申请人在资格预审《申请文件》中所列出的主创设计师须亲自开展本项目的设计工作、参加项目启动会与现场踏勘，并进行中期及最终成果方案汇报。因此，请所列出的主创设计师根据征集活动时间安排提前预留时间、做好准备。

The chief designer listed in the Application Document must carry out the design work, attend the Kick-off Meeting, participate in Site Visit, attend the interim seminar and present the Deliverables IN PERSON. Therefore, please make well preparation in advance according to the Schedule of Solicitation.

11.4

本次征集活动及相关文件的最终解释权归主办单位和承办单位。

The Organizer and Sponsor reserve the right of final interpretation of this Project and related documents.
