2月1日，河南省教育厅启动2023年优秀高中毕业生赴俄罗斯留学支持计划。选派类别为本科生，留学期限60-72个月（含预科），留学期间享受俄方提供的政府奖学金（俄方免学费），中国国家留学基金委也为河南留学人员提供补贴及一次性往返国际旅费。
