本作由乌克兰游戏开发商 GSC Game World 制作，是《潜行者》系列首部登陆主机的作品。由于俄乌战争的影响，游戏开发工作一度停滞。
《潜行者2 切尔诺贝利之心》将于 2023 年登陆 Xbox Series X|S / Xbox One / PC 平台，首发加入 XGP。本作支持中文，现已开放预约。
