11月18日，第十届科博会“科技城人才日”启幕暨绵阳科技城人才发展集团揭牌仪式举行，仪式上，推介了《加快集聚创新人才十条政策措施（暂行）》政策实施细则。西南科技大学党委组织部副部长高雷认为，“该措施覆盖全、定位准、措施实，对西科大人才引进是一次很好的机遇。”
