海城镇召贡村党支部原书记、村委会原主任黄元运违规发放津补贴问题。2019年1月，黄元运任海城镇召贡村党支部书记、村委会主任期间，召贡村委会违规发放村干部津补贴3.3万元，其中黄元运个人违规领取7000元。黄元运还存在其他严重违纪违法问题。2022年5月，黄元运受到开除党籍处分，违纪所得退回村委会账户。
