《传染病防治法》规定，传染病分为甲类、乙类和丙类。甲类传染病有鼠疫、霍乱，乙类传染病包括传染性非典型肺炎（SARS)、艾滋病、病毒性肝炎、脊髓灰质炎、人感染高致病性禽流感等；丙类传染病有流行性感冒、流行性腮腺炎、风疹等。三类传染病的预防控制措施不同，甲类最为严格。
所谓的“乙类甲管”，就是说乙类传染病按照甲类传染病的预防控制措施进行管理。
