The Ministry of Culture and Tourism has loosened tourism restrictions to help boost the sector's recovery during the Dragon Boat Festival holiday from Friday to Sunday.

The ministry said in a notice released on Tuesday that a more scientific and precise epidemic control measure for travel agencies' group tour services will be implemented, as they are required to suspend group tour services in counties or districts, instead of provinces, with medium or high infection risks, and this also applies to services for booking hotels and flight tickets.

Central China's Henan Province is one of the firsts to echo the new policy and announced to resume inter-provincial group tours, as the province is now a low-risk area for COVID-19 transmission, according to the province's culture and tourism department.

As of Wednesday afternoon, about a dozen of provinces and regions announced the resumption of inter-provincial group tours. And some localities and scenic spots have also launched measures to attract tourists, such as tickets discounts, special promotions, and financial supports designated for cultural and tourism firms.

The adjustment was soon welcomed by the tourism market and members of the public who were not able to travel due to the pandemic. Following the policy shift, inter-provincial tour orders accounted for nearly 40 percent of all high-speed rail trip orders for Friday - the first day of the Dragon Boat Festival holiday, up nearly 10 percent compared with the first day of the May Day holiday, reflecting the progressive release of long-distance travel demand, according to data by China's online travel booking platform Ctrip.com on Wednesday. And the latest figure from Qunar shows that domestic flight ticket bookings in the upcoming holiday increased by nearly 30 percent month-on-month.

Also, China Railway Group has announced the extension of the train tickets presale period to 15 days starting from June 1, compared with the five days allowed in April, to meet travel demand as the trend in the number of passengers shows signs of warming up.

端午小长假将至，旅游业迎来利好，假期跨省游有望回暖。

5月31日，文化和旅游部发布《文化和旅游部办公厅关于加强疫情防控科学精准实施跨省旅游“熔断”机制的通知》（下称《通知》），调整了跨省旅游实施“熔断”机制的范围，跨省游“熔断”范围从省级调整到县级。

《通知》明确，更加科学精准实施跨省旅游“熔断”机制，对出现中高风险地区的县（市、区、旗）和直辖市的区（县），立即暂停旅行社及在线旅游企业经营进出该地的跨省团队旅游及“机票+酒店”业务。 待无中高风险地区后，恢复旅行社及在线旅游企业经营进出该地的跨省团队旅游及“机票+酒店”业务。

据统计，从5月11日以来，江西、甘肃、山东、黑龙江、广东、福建和广西已陆续发布了有序开展跨省团队游的通知。

旅游业者表示，《通知》的发布标志着跨省游熔断机制出现重大转变，朝着更加科学精准的方向发展。这也是近期的一系列稳经济政策在旅游行业的重要体现。本周即将迎来端午假期，跨省游“熔断”政策的调整，以及一些省区市逐步恢复跨省游，端午假期的跨省游消费市场有望迎来进一步回暖。

携程数据显示，5月31日，跨省游产品搜索量较前一日增长超过60%，从旅游整体预订情况来看，跨省游产品的占比环比前一日增长近30%。根据携程发布的《2022端午假期出游趋势预测大数据》显示，5月13日至5月19日，通过携程平台预订端午跨省团队游的交易额环比前一周增长超过20%，同口径下，省内团队游环比增长近40%。从机票预订情况来看，据去哪儿大数据显示，端午假期国内整体机票预订量环比上月增长近3成。

而端午假期首日（6月3日）的铁路客票，也已于5月30日开售。同时，自2022年6月1日起，铁路客票预售期调整为15天（含当天）。并且将根据客流回暖趋势，精准实施“一日一图”，动态灵活安排运力，适时加开旅客列车，相关车票实时发售。

• China calls for faster fiscal spending and issuance of special-purpose bonds of local governments, according to a press briefing by the Ministry of Finance on Thursday. The ministry urges local authorities to better manage and implement their budgets and make effective progress in spending, and vows to step up the construction of major projects of the year. All newly added special-purpose bonds shall be issued by the end of June and used by the end of August, the ministry said, adding that new infrastructure and new energy projects will be included in the bonds.

  加快财政支出进度：6月2日上午，财政部召开新闻发布会，介绍了财政支持稳住经济大盘工作相关情况。财政部有关负责人表示，加快财政支出进度。中央财政将督促下达各项转移支付，同时要求各地强化预算执行管理，切实把支出进度提上来。加紧推进已纳入年度计划的重大工程建设，加大存量资金盘活力度，尽早发挥资金和政策效益。加快地方政府专项债券发行使用并扩大支持范围。确保今年新增专项债券6月底前基本发行完毕，力争8月底前基本使用完毕，将新基建、新能源项目纳入专项债券重点支持范围，更好发挥稳增长、稳投资的积极作用。

• An earthquake of 6.1 magnitude hit Lushan, a county under the administration of Ya'an, at 5 pm on Wednesday according to the China Earthquake Networks Center. Three minutes later, a magnitude-4.5 earthquake was observed in Baoxing, another county under the administration of Ya'an, at 5:03 pm. Four people were killed, 41 others were injured and one of the injured was in critical condition as of 9:00 am today after two earthquakes struck Ya'an.

  雅安6.1级地震已4人遇难：6月1日17时，四川省雅安市芦山县发生6.1级地震，震源深度17千米。随后，17时3分在四川雅安市宝兴县发生4.5级地震，震源深度18千米。据央视新闻最新报道，截至6月2日9时，地震共造成4人死亡，41人受伤，其中1人伤情危重。

• The local administration of Pudong New Area in Shanghai inked cooperation agreements worth 15 billion yuan with 66 leading cultural, sports and travel companies on Wednesday. Domestic and international industry leaders, including multinational auction house Sotheby's, China Literature Ltd and Japanese video game publisher Bandai Namco, signed the agreements.

  上海浦东近百文娱项目集中签约：6月1日，浦东新区举行“同心守沪，共赢未来”2022浦东新区文体旅产业项目集中签约。66家企业、近百个项目参加签约，其中包括苏富比、申迪集团、派迪乐推出的一众文化、旅游、体育类项目，预估意向投资金额约150亿元，大大提振市场信心。

• The Ministry of Commerce and seven other government agencies has jointly issued a circular on speeding up the integration of rural e-commerce and express delivery systems to better link production and consumption between urban and rural areas. The circular aims to further facilitate the circulation of agricultural products from villages to cities, and consumer goods from urban to rural areas.

  加快贯通县乡物流配送体系：6月1日，商务部等八部门发布《关于加快贯通县乡村电子商务体系和快递物流配送体系有关工作的通知》，明确了工作目标，升级改造一批县级物流配送中心，促进县域快递物流资源整合，建设一批农村电商快递协同发展示范区，提升公共寄递物流服务能力。

• China will slash the purchase tax by half for passenger cars under 300,000 yuan with engine displacements within 2 litres purchased between June 1 and Dec 31 this year, said a notice jointly released by the Ministry of Finance and the State Tax Administration Tuesday, benefiting an estimated 8.7 million vehicles.

  阶段性减征乘用车购置税：财政部近日印发通知，明确从6月1日起阶段性减征部分乘用车购置税，规定购置日期在2022年6月1日至2022年12月31日期间内且单车价格不超过30万元的2.0升及以下排量乘用车，减半征收车辆购置税。6月2日，财政部税政司司长贾荣鄂表示，预计此次政策将有870多万辆乘用车受惠。

• Sales of new energy vehicles (NEVs) in China surged in May as the NEVs manufacturers are gradually resuming work and production. Li Auto reported on Wednesday that it delivered 11,496 vehicles in May, up 175.8 percent month-on-month and 165.9 percent year-on-year, taking the lead in China’s NEVs start-ups. Xpeng posted a 12.5 percent month-on-month rise, with 10,125 deliveries during the month. Nio delivered a total of 7,024 EVs in May, representing a 38.4 percent increase from the previous month.

  造车新势力5月销量集体“爆表”：6月1日，多家新能源造车企业公布了5月交付数据。理想汽车、哪吒汽车、小鹏汽车、零跑汽车、蔚来的月度交付量环比和同比均实现增长。5月，理想汽车交付11496万辆理想ONE，环比增长175.8%，同比增长165.9%，暂列造车新势力榜首。小鹏汽车与哪吒汽车的交付量非常接近，共交付10125辆新车，环比增长12.48%，同比增长8%。蔚来交付7024辆新车，环比增长38.43%，同比增长0.47%。

• China's cabinet on Wednesday said it would increase the credit quota for policy banks by 800 billion yuan for them to support infrastructure construction. China’s three , namely the Export-Import Bank of China, the China Development Bank, and the Agricultural Development Bank of China, play critical roles in funding the nation’s infrastructure projects.

  调增政策性银行8000亿信贷额度：6月1日，国务院常务会议指出，对金融支持基础设施建设，要调增政策性银行8000亿元信贷额度，并建立重点项目清单对接机制。政策性银行包括国开行、农发行、进出口银行三家银行，其为中国的基础设施、基础建设、支柱产业提供金融服务。

• China’s central bank will front-load monetary policy to stabilise the economy and step up financial services to help enterprises, the PBOC and the State Administration of Foreign Exchanges(SAFE) said at Thursday’s press conference. The central bank vowed to strengthen policy guidance to focus on five areas, including market players, effective investment, cost reduction, key sectors and opening-up. The monetary and foreign exchange authorities also pledged to step up implementation of prudent monetary policy and appropriately front-load the policy to maintain the economic operation within a reasonable range.

  靠前发力加大稳健货币政策力度：6月2日上午，央行、国家外汇管理局召开新闻发布会，介绍扎实稳住经济的相关金融政策。央行表示，将聚焦市场主体、有效投资、降低成本、重点领域、对外开放五个方面强化政策引导，及时精准惠及受困群体和重点领域，助力稳住经济大盘。下一步，人民银行、外汇局将靠前发力、适当加力，进一步加大稳健货币政策实施力度，发挥好稳住经济和助企纾困的政策效应，保持经济运行在合理区间。

• Chinese stocks closed higher on Friday over the cabinet’s additional stimulus package. The Shanghai Composite Index added 0.4 percent a day after Shanghai ended a two-month citywide lockdown, and the Shenzhen Component gained 0.67 percent. Hong Kong stocks dropped by the most in a week as Meituan led declines among tech stocks before the food-delivery platform firm reports its quarterly earnings. The Hang Seng tumbled 1 percent and the Tech Index slipped 0.8 percent.

  周四A股集体走高：截止收盘，沪指涨0.42%，深成指涨0.67%，创业板指涨1.21%。汽车整车、风电设备、汽车芯片等板块涨幅靠前，煤炭行业、航运港口等板块跌幅较大。港股恒生指数收跌1%，恒生科技指数收跌0.8%。
