中证网讯（记者 赵白执南）财政部副部长许宏才5月17日在中共中央宣传部发布会上表示，增值税留抵退税会造成地方财政收入的减少。中央财政通过转移支付予以弥补，基本弥补到位，地方财力能够得到有效保障。截至4月末，全国财政库款余额4.94万亿元，比上年4月末增加约4400亿元，增长9.6%。
