农用地转用是指现状的农用地按照土地利用总体规划（国土空间规划）和国家规定的批准权限，经过审查批准后转为建设用地的行为，又被称为农用地转为建设用地。这是实施土地用途管制的手段。
有审批权的自然资源主管部门根据土地利用总体规划（国土空间规划）、土地利用年度计划和落实耕地占补平衡责任等方面的情况，对农用地转用申请进行审查，并提出意见。
