河南近日印发《河南省农村宅基地和村民自建住房管理办法（试行）》，规定一户村民只能拥有一处宅基地，原则上不超过三层，优先审批使用村庄空闲宅基地，严格控制新增宅基地。
方案提出，在尊重村民意愿的前提下，对闲置宅基地和住宅进行整理，因地制宜盘活利用。
