陆丰市公安局立案侦查的犯罪嫌疑人蔡某洛涉嫌走私、贩卖、制造毒品一案，经上网追逃，犯罪嫌疑人蔡某洛于2020年9月28日被抓获归案。陆丰市公安局于同年10月29日向陆丰市人民检察院提请审查逮捕。经审查，陆丰市人民检察院于2020年11月5日依法对蔡某洛以涉嫌走私、贩卖、制造毒品罪批准逮捕，同时对涉嫌走私毒品罪的李某员及涉嫌包庇毒品犯罪分子罪的陈某勉也作出批准逮捕。
