5月14日，中国社科院都市所与社会科学文献出书社连系公布《房地产蓝皮书》。报告建议，考虑以“空置税”这一举动税来替代房产税。这既可以添加住房的持有本钱，也可以鼓舞鼓励住房出租以进步住房的把持服从。
