日前，记者从哈尔滨市住建局了解到，哈尔滨今年10月10日提前10天开栓供暖，停暖延至明年4月20日，多供10天。这是市人大代表投票确定的民生项目，遇寒冷天气即提前。同时改造260公里供热管网及一批供水、燃气管线和泵站。
