8月25日，河南省在北京成功发行政府债券665.56亿元。新增一般债券54.25亿元，用于基础设施项目建设。新增专项债券402.03亿元，其中：113.38亿元用于补充地方政府性基金财力；168.59亿元用于存量政府投资项目；120.06亿元用于市政和产业园区基础设施、保障性安居工程、生态环保等重点领域的162个建设项目。再融资一般债券159.68亿元，用于偿还到期债券的部分本金。再融资专项债券49.6亿元，用于置换存量隐性债务。
