“海北祁连山报”消息，8月19日，全州常态化帮扶能力素质提升培训班在民族文化活动中心开班。州委副书记曹际强出席开班仪式并作动员部署讲话。
上述消息显示，曹际强已任海北州委副书记。
曹际强出生于1972年，长期在海北州工作，2016年12月任海北州财政局党组书记、局长，2021年8月任海北州副州长。
2024年9月，曹际强任海北州委常委、秘书长、办公室主任至今。
