一、先判断性质：民事纠纷 vs 刑事诈骗
- 纯经济纠纷（民事）：有真实交易/合同，对方因资金紧张、扯皮、违约不还 → 走法院/仲裁/调解，公安一般不介入。
- 可能涉刑（合同诈骗/集资诈骗）：签合同时就虚构身份、伪造公章、无货无能力收款后失联、挥霍款项 → 可带证据去辖区公安经侦报案。
- 实务口径：“民事为主、刑事为辅”，拿不准就让律师先看材料定性，避免被警方以“经济纠纷不属公安管辖”退回后错过保全时机。
