当地时间8月9日，伊朗外长阿拉格齐在接受媒体采访时表示，与阿曼关于霍尔木兹海峡路线的谈判已经接近尾声，但这并不意味着霍尔木兹海峡将开启。阿拉格齐强调，只要违反备忘录的问题不解决，伊朗就不会与美国谈判。
