据新华社消息，8月4日，国家防灾减灾救灾委员会针对黑龙江省近期严重洪涝灾害，启动国家四级救灾应急响应。应急管理部派出救灾工作组赴灾区一线实地查看灾情，指导和协助地方做好灾情核查、群众转移安置、基本生活保障等灾害救助工作。
