3日，全国水情预警公共服务系统显示：3日15时，黑龙江干流同江（黑龙江）水位站水位达到53.86米。根据《松辽流域主要江河洪水预警发布管理办法》规定，松辽委水文局于3日15时发布黑龙江干流同江段洪水蓝色预警。
