罚单显示，思南长征村镇银行有限责任公司的主要违法违规行为是：融资担保公司准入不审慎。
针对上述违法行为，铜仁金融监管分局对思南长征村镇银行有限责任公司罚款20万元；对杨天志（时任思南长征村镇银行有限责任公司董事长）警告，对兰方刚（时任思南长征村镇银行有限责任公司行长）警告。
