据气象部门预报，7月19日至21日，广西北部东部有持续性强降雨，其中广西东部局地累计雨量可达300至450毫米。根据《国家防汛抗旱应急预案》及有关规定，国家防总决定于7月19日17时针对广西启动防汛四级应急响应。
