Basilio Scarsella，70岁，自UK Power Networks Holdings Limited（长江集团已于2026年5月出售该公司）于2010年底成立以来一直担任该公司行政总裁，并曾担任英国Northern Gas Networks Limited行政总裁，澳洲SA Power Networks行政总裁。作为本公司非执行董事，Scarsella的董事袍金为每年10万港元。
