靳立成，男，1935年10月13日生于山东省青城县（今高青县）。1953年支边内蒙古，从事邮电工作。1995年退休。书法爱好者。
1981年参加邮电部的全国邮电第一届摄影绘画书法展，获得书法三等奖。
现为内蒙古诗书画研究会研究员，内蒙古通俗文艺协会顾问。
