罚单显示，黎明保险经纪有限公司秦皇岛分公司的主要违法违规行为是：未对销售宣传信息事前审核及授权发布。
针对上述违法行为，国家金融监督管理总局秦皇岛监管分局对其罚款2万元；对主要负责人齐光华罚款2万元。
