On May 18, China's Ministry of Commerce and five other government departments issued a notice introducing eight concrete measures to further optimize departure tax refund measures and boost inbound consumption.
According to Sheng Qiuping, Vice Minister of Commerce, China's departure tax refund sales nearly doubled year on year in 2025, while the number of travelers applying for tax refunds reached 270,000. So far, the number of tax refund stores has reached 14,000 - around four times the number at the end of 2024.
The new policy is expected to further shorten waiting times and simplify procedures, making tax refunds easier, faster and more convenient for overseas visitors shopping in China.
