5月1日起，新修订的《通信短信息服务管理规定》正式施行。新规明确要求，未经用户明示同意，任何商家不得发送商业短信。
此外，新规对授权底线、退订机制与发送、端口与身份管理及全链条监管与处罚等几方面进行了规范和要求。
