据参考消息，当地时间4月27日，应哈萨克斯坦总统托卡耶夫的邀请，以色列总统赫尔佐格启程前往哈萨克斯坦首都阿斯塔纳，进行为期两天的正式外交访问。
但据以色列媒体报道，由于“安全、外交和运营方面”的考虑，赫尔佐格的专机会避开某些空域，包括土耳其空域，飞行时长延长至8小时。
据土耳其民航新闻网站报道，土耳其拒绝赫尔佐格的专机飞越其领空前往阿斯塔纳。
