服务市民，不能满足于态度热情。评价政务服务水平，看态度，更看“疗效”。像涉事城管部门这样，屡屡下达整改通知，而不能解决问题，并不能减轻居民的焦虑，反而可能增加他们的无奈。城管都管不了，又能求助于谁呢？
