依据教育部《关于加快推进独立学院转设工作的实施方案》，中央部门所属高校、部省合建高校举办的独立学院应通过“转为民办、转为公办、终止办学”3个路径，率先完成转设。截至2026年1月，全国已有61所“双一流”高校举办的独立学院完成转设，其中14所转为公办，42所转为民办，5所终止办学。
