政府工作报告提出，多渠道加大资本补充力度，稳妥处置金融机构不良资产。日前，国家金融监管总局局长李云泽对此表示，除了中央发行特别国债外，还可以通过市场化方式撬动更多的社会资金，像保险资金，都可以研究讨论。
