据 Cryptopolitan，俄罗斯央行（CBR）行长 Elvira Nabiullina 提议允许商业银行和经纪商通过通知程序获得加密交易所牌照，利用现有银行牌照开展中介业务，暴露上限为资本 1%。新规将主要通过传统金融机构处理加密交易，限制公民合法访问数字资产渠道；外国交易所须在俄设立子公司并迁移服务器。
