当地时间2月18日，匈牙利、斯洛伐克宣布暂停向乌克兰出口柴油。斯洛伐克总理菲佐当天下令停止向乌克兰出口柴油。菲佐表示，如果乌克兰继续封锁“友谊”输油管道，斯洛伐克将切断乌克兰的电力供应。在石油恢复输送之前，乌克兰将无法获得任何燃料供应。
