北约国防部长会议2月12日在比利时布鲁塞尔举行。会上，美国国防部负责政策的副防长埃尔布里奇·科尔比称，美国要推“北约3.0”，搞一个建立在“伙伴关系而非依赖关系”之上的北约，美国将推动欧洲在北约常规防务中发挥主导作用。
