1月20日，国家发展改革委综合司司长周陈在国新办新闻发布会上表示，有关方面正在研究制定稳岗扩容提质行动和城乡居民增收计划，目的就是增强居民的消费能力，优化消费升级。今年还将推动实施服务业扩能提质行动，推出一批具有含金量的政策。
