当地时间1月14日，玻利维亚政府宣布，已通过第5517号最高法令，全国范围内进入"能源与社会紧急状态"。法令指出，该国处于结构性、系统性危机，包括经济危机、燃料严重短缺和能源系统腐败问题。

根据法令，政府将采取紧急经济措施，如放开燃料市场，允许私营部门自由参与燃料进口与销售，将柴油移出"受控物质名单"等，以缓解供应危机。（总台记者 马天静）
