纽约州当地时间周五起诉特朗普政府，称其上个月叫停Empire Wind项目违反了联邦法律。在诉讼中，该州指控联邦政府违反了《行政程序法》部分原因是该海上风电场的停工令没有给出停工的“合理解释”或解释为什么内政部和海洋能源局管理层改变了对该项目的立场。纽约总检察长Letitia James和纽约州能源研究与发展管理局（NYSERDA）对内政部长Doug Burgum、海洋能源管理局代理局长Matthew Giacona以及他们的两家机构提起了诉讼。
