邹德忠，笔名齐惠，别署知不知子，斋号知不知斋。1938年2月生于山东省烟台市，原为中国书协组联部主任，中国书协理事，中国文联书画艺术中心副秘书长，中国书协中瑞国家机关分会常务副主席兼秘书长。中央国家机关分会常务副主席兼秘书长，中国书法家协会（香港）主席、中国泰山华侨书画院艺术顾问。中国收藏协会副秘书长，中国书协书法培训中心教授，山东大学书画研究院客座教授等。
