辽宁省公安厅官网显示，任开斌，男，汉族，1972年10月生，大学学历，学士学位，中共党员。现任辽宁省公安厅党委书记、督察长，兼任辽宁省委政法委委员。
任开斌早年曾任四川省国家安全厅副厅长，本次履新前任重庆市国家安全局局长。
