人民财讯9月18日电，9月18日上午，水利部滚动会商研判全国雨水情形势，安排部署暴雨洪水防御工作。依据《水利部水旱灾害防御应急响应工作规程》，水利部于9月18日11时针对湖北、重庆、四川、陕西4省（直辖市）启动洪水防御Ⅳ级应急响应，并派出2个工作组赴四川和陕西省指导防御工作。
