俄罗斯政府对转基因产品的进口政策较为复杂。2013年起，俄罗斯允许符合海关贸易规则和相关程序的进口转基因作物。2024年3月20日，俄联邦政府曾签署第291号政府令，允许在动物饲料生产中使用以前已注册并可用于生产食品原料和食品成品（大豆和豆屑）的未注册转基因产品，该规定适用于进口产品，有效期至2025年1月1日。
