当地时间4日，前欧盟外交与安全政策高级代表博雷利对外表示，欧盟对乌克兰的军事援助实际已被冻结。博雷利说，欧盟在欧洲和平基金框架下用于对乌提供军事援助的66亿欧元资金因匈牙利的反对而停止。
博雷利称，如果匈牙利继续拒绝，欧盟就无法延长对俄制裁，欧盟对俄制裁已陷入僵局。（总台记者顾鑫）
