樊九平是全国模范人民调解员、甘泉县桥镇乡桥镇村党支部书记，在二十三年的调解生涯中，他把法理揉碎了说，把人心捂热了谈，共化解基层矛盾纠纷2000多起，因处事公平公正，被群众称为“樊公道”。他总结的“五心”调解法也成为甘泉县化解基层矛盾纠纷的“法宝”。
