梁朝阳出生于1969年，早年在合水县工作，此后相继进入甘肃省博物馆、甘肃省文化厅工作。
2018年任武威市委常委、宣传部长，2021年任省政府副秘书长。
2023担任读者出版集团有限公司董事长至今。
