2024年工作回顾

经济规模稳步扩大，国内生产总值达到134.9万亿元、增长5%，增速居世界主要经济体前列，对全球经济增长的贡献率保持在30%左右。

China's gross domestic product (GDP) rose to 134.9 trillion yuan, a year-on-year increase of 5 percent. China ranks among the world's fastest-growing major economies, continuing to contribute about 30 percent to global economic growth.

制造业领域外资准入限制措施全部取消，共建 “一带一路”贸易投资合作不断扩容升级。

All market access restrictions on foreign investment in the manufacturing sector were lifted, and trade and investment cooperation under the Belt and Road Initiative was steadily expanded and upgraded.

扩大单方面免签国家范围，过境免签境内停留时间延长至240小时，入境旅游持续升温。

We offered unilateral visa waivers to more countries and extended visa-free transit stays to 240 hours, thus bringing about a sustained surge in inbound tourism.

巩固“双减”成果，持续优化基础教育生态。

We consolidated the gains of initiatives launched to relieve students of excessive burdens from homework and off-campus tutoring, bringing about a further improvement in the basic education environment.

深入实施重要生态系统保护和修复重大工程，荒漠化、沙化土地面积持续 “双缩减”。

We implemented major projects for protecting and restoring key ecosystems and realized a further reduction in the areas of both deserts and sandy lands.

世界经济增长动能不足，单边主义、保护主义加剧，多边贸易体制受阻，关税壁垒增多，冲击全球产业链供应链稳定，对国际经济循环造成阻碍。

Global economic growth lacks steam, unilateralism and protectionism are on the rise, the multilateral trading system is experiencing disruptions, and tariff barriers continue to increase.

2025年经济社会发展总体要求和政策取向

今年发展主要预期目标是：国内生产总值增长5%左右；城镇调查失业率5.5%左右，城镇新增就业1200万人以上；居民消费价格涨幅2%左右；居民收入增长和经济增长同步；国际收支保持基本平衡；粮食产量1.4万亿斤左右；单位国内生产总值能耗降低3%左右，生态环境质量持续改善。

The main targets for development this year are projected as follows:

GDP growth of around 5 percent

surveyed urban unemployment rate of around 5.5 percent

over 12 million new urban jobs

CPI increase of around 2 percent

growth in personal income in step with economic growth

a basic equilibrium in the balance of payments

grain output of around 700 million metric tons

a drop of around 3 percent in energy consumption per unit of GDP

continued improvements in the environment.

实施更加积极的财政政策。

We should adopt a more proactive fiscal policy.

实施适度宽松的货币政策。

We should apply an appropriately accommodative monetary policy.

强化宏观政策民生导向。

We should pursue people-oriented macro policies.
