当地时间2月20日，美国财政部海外资产控制办公室发表声明，宣布对卢旺达外交国务部长卡巴雷贝（James Kabarebe）实施制裁，理由是他是卢旺达支持刚果（金）反政府武装"M23运动"的核心人物。
此外，美国还对"M23运动"的发言人劳伦斯·坎尤卡·金斯顿（Lawrence Kanyuka Kingsto）及其在英国和法国注册的两家公司实施了制裁。（央视记者 许弢）
